A geologist riddle #2

An ulterior riddle for geoenthusiasts:
A crowd - but what are these people doing? Are they bemoaning somebody or something?
A woman seems to point out with her outstretched arm – a possible culprit for these sorrows?

  1. I seem to remember that in Japanese folklore, a giant catfish is responsible for earthquakes... and the "sky" over the people has a distinct fish belly look. I'm guessing their sheltering in fields from a village devastated by a quake.
